REGULATIONS Of Open International Combat Sambo Tournament memory Major-General Police Viktor Vorobiev

1. PURPOSES AND OBJECTIVES

Open International Combat Sambo Tournament memory Major-General Police Viktor Vorobiev is carried out to the patriotic education of the staff of internal affairs and youth, promotion, and development of combat sambo as domestic sport, increase the prestige of the police service and has the following tasks:
- patriotic education of law enforcement officers and young people on the heroic example of Major General Police Viktor Vorobiev;
- joint efforts of the international sporting community in the fight against international terrorism;
- promotion of combat sambo as a sport as well as the most efficient means of training for military servicing and law-enforcement activities in the modern framework, a source of healing and self-defense;
- development and strengthening of friendly ties between sportsmen of the World Combat Sambo Federation, world clubs of martial arts;
- Combat Sambo promotion in the world, encouraging a healthy lifestyle.

 2. THE TOURNAMENT ADMINISTRATION

General guidance on preparation and holding the competitions by the Organizing Committee of Department Protection of Public Order Ministry of Internal Affairs of Russia (the Russian Interior Ministry DOOP) and the Russian Combat Sambo Federation (RCSF).
The competitions must be run directly by Organizing committee and panel of judges approved by the All-Russian combat sambo Collegium.
The chief referee of the Tournament is Valery Volostnih, a chairman of the World Combat Sambo Federation International Panel of Judges, internationally certified referee, professor of the department of physical culture and sports of Moscow Power Engineering Institute (Technical University).

3. DATE AND PLACE OF WORLD CHAMPIONSHIP

Open International Tournament in Combat Sambo held at: Stavropol branch of the Krasnodar University of the Russian Interior Ministry, 43 prospekt Kulakova, Stavropol, Russia.

4. ENSURING THE SAFETY OF PARTICIPANTS AND SPECTATORS

The building of the University of Krasnodar, Stavropol branch of the Russian Interior Ministry complies with the relevant regulations in force in the territory of the Russian Federation and to ensure public order and safety of participants and spectators.
Responsible for security are:
- State the Russian Interior Ministry for the Stavropol Territory;
- State the Russian Interior Ministry in the North Caucasus Federal District;
- Stavropol, Krasnodar branch of the University of the Russian Interior Ministry;
- Organizers - DOOP Russian Interior Ministry and RCSF.
Participation in competitions is carried out only if the original contract of accident insurance, life and health of the sporting events that provide the credentials committee for each competitor.
During the competition ambulances and trained medical personnel must be in place.

5. WEIGHT CATEGORIES

up to 57 kg, up to 62 kg., up to 68 kg., up to 74 kg., up to 82 kg, up to 90 kg, over 90 kg.

6. THE PROGRAM OF THE COMPETITIONS

7. PARTICIPANTS

Sportsmen - working police officers, military personnel Russian Interior Ministry troops and members of other government security agencies and departments, except for foreign teams, athletes, Russian Combat Sambo Federation, as well as other Russian and foreign martial arts federations, clubs and martial arts schools. Team: no more than 1 person in the weight category. Age participants of competitions - at least 18 years of age who have qualifications not less than the 1st category.
Participants are allowed to competitions only in the presence of doctor tolerance.

8. CONDITIONS OF THE COMPETITIONS

Competitions are held according to the rules of Russian Combat Sambo Federation, or according to the Olympic round-robin. Competitions are personally-command. Duration of bouts is 5 minutes.
Clothing competitor shall consist of sports jackets for fights in combat sambo (red and blue) with a belt, shorts (red and blue), soft sport shoes (no shoes allowed).
      The use of capacitor, soft, open to the capture of gloves, non-metallic shells - is necessary.
The protest is declared in accordance with clause 5.5. the Rules of Russian Combat Sambo Federation. Appeal fee is 2000 (two thousand) rubles.

9. APPLICATION PROCEDURE

Participants of the competitions provide to the Mandate Commission the following documents:
- A document certifying ownership to the state security agency, proof of identity and nationality of the athlete;
- application with a tolerance (the seal and signature) a doctor, signed by the trainer, certified by the head of the National Federation and / or Sports Committee member countries;
- The original contract of accident insurance, life and health for each participant in the competition;
- Certificate (scorebook) Athlete;
- Card Party.

10. TERMS OF SUMMARIZING

The winner in each weight category will be determined in accordance with the Rules of the Russian Combat Sambo Federation.
In the team standings is a better result in each weight category.
The wining team is the team that scored the most points.

11. DISTRIBUTION OF AWARDS

Champions and winners shall be awarded medals and diplomas of the Russian Combat Sambo Federation valuable prizes. Coaches of the champions shall be awarded diplomas.
Teams shall be awarded diplomas and cups.
Finalists shall be awarded the title "master of combat sambo" according to the classification of the RCSF, providing the classification requirements are met.

12. FINANCING TERMS

The costs associated with ensuring the application, assignment of participants, judges, seconds, team representatives / delegation, insurance participants are carried by sending organizations.
The Russian Combat Sambo Federation and the Russian Interior Ministry DOOP pay the costs of organization and holding of the tournament.
Bid (starter) fee will not be charged.
