REGULATIONS

of the 20th World Combat Sambo Championship 2014

Article 1. PURPOSES AND OBJECTIVES

- promotion of combat sambo as a sport as well as the most efficient means of training for military servicing and law-enforcement activities in the modern framework, a source of healing and self-defense;

- improvement of sports mastery of the combatants and competency of the referees of the World Combat Sambo Federation;

- development and strengthening of friendly ties between sportsmen of the 20^th World Combat Sambo Federation, world clubs of martial arts;

- Combat Sambo promotion in the world, encouraging a healthy lifestyle.

Article 2. ADMINISTRATION

General guidance on preparation and holding the 20^th World Combat Sambo Championship 2014 provided by of the World Combat Sambo Federation. The Championship will be run by the Refereeing Commission approved by the International Panel of Judges.

Chief referee of the Championship is Valery V. Volostnikh, Chairman of the World Combat Sambo Federation International Panel of Judges, internationally certified referee, professor of the department of physical culture and sports of Moscow Power Engineering Institute (Technical University).

Article 3. DATE AND PLACE OF WORLD CHAMPIONSHIP

20^th Combat Sambo Championship 2014 will be held at Moscow on December 16, 2014. Address: "Krylia Sovetov", Leningradsky prospect, 24A, Moscow, Russia.

Admission to the championship and weighing-in will be held on December 15, 2014 at 18h00 - 20h00.

The bouts will start on December 16, 2014 at 10h00.

Article 4. Ensuring the safety of participants and spectators

The building of USC "Krylia Sovetov" is in accordance with regulations in force in the territory of the Russian Federation and to ensure safety of participants and spectators.

Responsible for security are:

- Head of the USC "Krylia Sovetov" - R.R. Ageev;

- Russian Combat Sambo Federation in the person of the Chief Referee of competitions.

Participation in the competition requires the life and health insurance of the sporting event, which is given to the Refereeing Commission for each competitor.

The competitions provided by the presence of qualified medical personnel and ambulances.

Article 5. WEIGHT CATEGORIES

The Championship will be held among the participants in the following weight categories: up to 57 kg, up to 62 kg., up to 68 kg., up to 74 kg., up to 82 kg, up to 90 kg, over 90 kg.

Article 6. Program

Admission and weighting-in - 18h00 - 20h00 December 15, 2014

Preliminary bouts - Since 10h00 December 16, 2014

Opening ceremony - Since 14h00 December 16, 2014

Semifinal and final bouts - Since 14h30 December 16, 2014

Closing Ceremony - Since 18h00 December 16, 2014

Article 7. PARTICIPANTS

The admission to the contests can be granted to men's national combat sambo teams (not more than 1 participant in each weight category). The contests will be both individual and those of teams. The participants are admitted on the ground of the documents presented and the confirmation of the fee payment.

The minimum age limit for competitors is 18 years, born in the year 1996 and before.

Each National Team is responsible for his competitor(s) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials.

Competitors must be informed about the Anti-doping Rules.

Article 8. REGULATIONS

The duration of bouts is 5 minutes. The winner will be determined in accordance with the Rules of the World Combat Sambo Federation (WCSF).

If after match (regular time) due to the same, the referee can give an extra time (2 minutes) without stopping the fight, after which victory goes in accordance with the Rules of the World Combat Sambo Federation (WCSF).

The uniform accords with the uniform of Combat Sambo contestants. Combat Sambo gloves, a protective bandage and a mouth guard are required.

Claims and appeals will be filed under the prescribed form and will be considered not later than 15 minutes after the fight. The appeal fee is 4,000 rubles accordance with the paragraph 5.5 of the Rules of the World Combat Sambo Federation (WCSF).

Article 9. APPLICATION PROCEDURE AND TIMING

Application and payment documents (confirmation of participation) must be considered until December 13, 2014 (please submit to e-mail: info@bsambo.ru, tel. + 7 903 786 9553, + 7 495 510 70 40).

Documents and attributes submitted to the Referee Commission:

- A passport or other document confirming identity and citizenship;

- Application with the admission of the doctor (with indication of the country, name, surname, date of birth, sport class, weight and sports achievements), certified by the head of the National Federation and (or) Sports Committee of a member country;

- A hard copy of life insurance of the participant;

- Confirmation of admission fee settlement;

- The national flag of the country;

- The national anthem of the country (mp3 accepted).

Article 10. FINANCIAL CLAUSES

The costs associated with ensuring the application, delegation of the participants, referees, seconds, team representatives, insurance participants will be covered by regional organizations.

The organization and administration costs of the Championship will be covered by the Organizing Committee.

Charitable contribution is:

- 4,000 rubles for the national team participation;

- 1,000 rubles for the competitors (Payable at weighing-in).

The fees will be transferred to the account of the All-Russia public organization "Combat Sambo Federation of Russia" (details are available at the site www.bsambo.ru or will be sent at the request to info@bsambo.ru) or settled at the cashier desk of All-Russia public organization "Combat Sambo Federation of Russia" prior to the weighing-in.

All the fees will be settled in advance. When transferring from the bank account please indicate the following payment details: "Contribution to the 20 ^th World Combat Sambo Championship 2014, not subject to VAT".

Article 11. Terms of reckoning

The winners in each weight category are determined by the results of bouts in accordance with paragraph 4.13 of the Rules. In the team competition only one the best result in each weight category takes in account. The winner is the team with the most points.

Article 12. DISTRIBUTION OF AWARDS

Champions and winners will be awarded medals and diplomas of World Combat Sambo Federation, valuable prizes. Coaches of the champions will be awarded diplomas. Teams will be awarded diplomas and cups.

Finalists will be awarded the title of "master of combat sambo of the world class", according to the classification of World Combat Sambo Federation, providing the classification requirements are met.
